of the Young Journalists' Club one can see several
pictures showing a flag (http://www.yjcphotos.ir/photos/Images/large/File_25272_54558.jpg
and
http://www.yjcphotos.ir/photos/Images/large/File_25272_54562.jpg) that has
the same pattern as described by Eugene Ipavec.
These pictures were taken on Anno Persarum 1388 (Gregorian Calendar 2009)

one can also see the same image as reported above:

pictures were taken on Anno Persarum 1388 (Gregorian Calendar 2009).

Now,
let's take a look at the following images:
Based on the
above eight images showing Iranian Police Female Officers being
graduated most likely from a Special Operations Unit, I can assume that
the flags seen in the picture galleries I posted (http://www.yjcphotos.ir/photos/ImageGroup.aspx?GroupID=25272 and
http://www.yjcphotos.ir/photos/ImageGroup.aspx?GroupID=24852) and the
one described by Eugene Ipavec is the Iranian National
Police flag.
In Iran, the National Police is under the supervision of
the Ministry of Interior of the Islamic Republic of Iran.
