Flag of Trebnje

The flag of Trebnje is a vertical flag with the coat of arms in the middle, as shown by different sources, including the 15E Meridian Monument in Trebnje (page no longer online) and the local gazette Glasilo Občanov, May 2004 (no longer available online).

A photo of the flags flying on the town hall, published in the municipal monthly Glasilo občanov občine Trebnj No.42 (text), published on 28 August 2009, confirms that the flag was still used at the time.

Coat of arms of Trebnje

The coat of arms of Trebnje that is in use, in spite of being considered as depreciated, is vertically divided in three vertical stripes blue-green-blue with three semicircles in lower parts countercharged and a golden lion couchant in chief.
This is the arms of the previous Local Community of Trebnje, that is of the town of Trebnje proper.

Adopted (but not used) symbols of Trebnje, 2009

The municipal monthly Glasilo občanov občine Trebnje, No. 29 (text), published on 17 May 2008, includes a call (Celostna podoba občine Trebje, p. 7) for the public discussion of the two proposals, either to adopt the symbols of the Local Community of Trebnje used so far anyway or to adopt Breznik's proposal in several variations.
The municipal monthly No. 37 (text), published on 21 February 2009, reports (Grb in zastava, p. 1; Občina Trebnje ima svoj grb, zastavo in svoj prazni, p. 7) that the symbols were adopted, described as (subsequently) prescribed by Decision Statutarni sklep o uporabi grba in zastave Občine Trebnje, adopted on 28 January 2009 and published on 13 February 2009 in the official Slovene gazette Uradni list Republike Slovenije, 11/2009.

The Decision says: "The flag of Trebnje is white, in the centre of it is the attribute from the community coat of arms. The edges of the flag are outlined with yellow (golden) colour."
The more detailed description states that the flag proportions are 1:2.5, that is 2:5, that there is the attribute from the ocat of arms in the centre of it and that there are yellow edges; the attribute should be in heighth a maximum of 1/3 of the hoist size. Horizontal and vertical flags are preescribed, with the attribute properly rotated.
However, there is no indication of what "the attribute" would be. It could be the lion only.

The Decision says:

The coat of arms of Trebnje is made of a shield in late Gothic shape, on its left and right colored blue and with a green stripe in the middle; in the lower third of the shield are along a horizontal line two green semicircles on the left and right, and in the middle a similar, blue semicircle downwards. In the upper third of the shield is a lion couchant golden-yellow looking to the right. The coat of arms is ornamented (outlined) with yellow (golden) color, so are the semicircles and the green field outlined.

According to the description, blue represents the sky, trees and streams, green represents fields, hills and vineyards, and the central horizontal and middle stripes forme a letter "T" for "Trebnje". The lion represents the power of an ancient Roman military fort - and the status of the town of Trebnje.

The municipal monthly No. 41 (text), published on 13 July 2009, invites people to the first celebration of the Municipal Day, 25 July. Two different representations of the arms are shown - on p. 1, a vectorized drawing of a sketchy blue shield (while vertical green field lies within it, the semicircles enters it) and a rather simplified lion. This must be a hastily prepared drawing to which we should not take much into; on p. 20 the graphic which is I believe simply the coat of arms as it was used before the Decision was adopted.

The municipal monthly No.42 (text), published on 28 August 2009, has a reader's letter (Grb občine Trebnje, p. 10), illustrated with a photo of the flags flying on the town hall. The reader complains that the display is against the recently adopted regulations - while it confirms that the white flag with the coat of arms was still used at the time.
The reader complains that once the municpality has finally decided on its symbols, they should be used, and quotes the regulations - interpreting them as "the lines between the fields and outlining the shield should be yellow instead of black". The intention of the decision might have been just to use the same shield design as before, only replacing the black lines with yellow. However, the reader forgets that the prescribed flag is quite different - even if the "attribute" was meant to be the entire coat of arms - the flag should have yellow edges - which the reader do not mention (although the editors might have shortened the letter somewhat since it already got the point).

A new (vector) graphic has been used regularly since November 2009, which seems to be nothing more than a new drawing of the same previous coat of arms - now without any line, black or yellow, outlining the shield and its elements. The shield shape is the same as used before the Decision was adopted.
It seems that the municipality has decided to ignore its own decision and to use the traditional arms. However, the arms shown in the header of the municipal website have yellow lines around the shield and its elements, which might be the coat of arms actually used.

Proposed symbols of Trebnje, 1997

Stanič & Jakopič [j2s05] present proposals of flag and arms of Trbenje that were apparently considered for adoption in 1997, to no avail.
The proposed flag is horizontally divided green-yellow with the coat of arms in the middle.

The original proposal for the coat of arms was designed by Bogdan Breznik, as "Per fess vert a griffin rampant or langued and armed gules and or semee of honeycomb sable".
To this was soon added on the request of the local councillors a pyramid per fess argent and vert to represent the anti-tank block used in the War of Independence in 1991 and a feather gules to represent the local writers.
The honeycomb should represent the long tradition of beekeeping in the region whereas the green field with the griffin is taken from the coat of arms of Lady Hema, a ruler of the region in 11th century.
