Spišské Podhradie is in East Slovakia, 16 km east of Levoca. Nearly
200 m above the town are the ruins of Spiš castle (Zips castle). The town
developed in the 12th-13th century from a settlement below the castle into
an important town. It was one of those Spiš towns which were pledged to
the Polish kings for 360 years.
This GIF looks like signal flag 'C' with a triangle cut out in the fly.
Incidentally, it was the flag of post-WWII Germany.
