Skrad is a community in the Coast and GK County, about half way between Delnice and Vrbovsko, but about 5 km north of Ravna Gora. It is situated on the rail-road Rijeka-Zagreb and it has about 2200 inhabitants.
The Coat of Arms is rather simple: quartered gules and argent.
Weather there was some previous model to work from, I do not know, but it is interesting that so simple and similar to the national Coat of Arms design was adopted. The flag is dark green with the Coat of Arms in the middle, bordered with yellow line.
A regular visitor to the FAME and a regular contributor, Tomislav Sipek, informed me on the table flag used, where the yellow branches are added below the shield and the name above. Weather this is also used also as the real Ceremonial Flag it is unclear. The decision does not mention that possibility (but that does not necesserily mean that there is no one).
One may note that the branches used are exactly the same as those on Fuzine Coat of Arms. This is not unusual, as we have seen in many other cases that the same designs of the ornaments (sometimes in different combinations) are used in the same region thoughout Croatia.

The decision to adopt symbols was issued in 1998: Odluka o grbu i zastavi Opcine Skrad, 29.06.1998. Slu~bene novine
Primorsko-goranske ~upanije, br. 17/98, 21.08.1998.
The flag is dark green with the coat of arms in the middle bordered yellow.
The table flag in the form of a ceremonial flag is reported with the yellow branches and the name above, but it is not clear weather the real size Ceremonial Flag exists, too, since it is not mentioned in the decision in the official gazette.
