Overview

Viakovo is community due north of Rijeka, with just under 7000 inhabitants. The official site of the community <www.opcina-viskovo.com> contains decent flag info, and even better I received upon an e-mail request few months ago from Goran Petrc, the Community Mayor of Viakovo. Also, I have the texts of the decisions issued in several number of the official gazette, and of course, the Oatric book.
The Coat of Arms and the flag are adopted in 1998 with decision: Odluka o grbi i zastavi (Opcine Viakovo), 22. listopada 1998, Slu~bene novine Primorsko-goranske ~upanije, br. 22/98
From the currently used design it was different because it included also an open white book in the chief behind the feather. This was eventually removed, probably after a suggestion from the Ministry. (No doubt, the feather symbolize the literacy well enough without the need for an aditional charge - but that is my explanation only.)
So the amendment was issued in the gezette: Odluka o izmjeni i odpuni Odluke o grbu i zastavi (Opcine Viakovo), 29. srpnja 1999. Slu~bene novine Primorsko-goranske ~upanije, br. 18/99, 06.08.1999.
The coat of arms of Viakovo is therefore: Azure a cattle bell or with a rope argent and in chief a feather fesswise of the last. The large sized bell is of a kind used traditionally in the region for carnival festivities (in Febuary). I am not sure to what exact literary element the feather is supposed to represent. The flag is red with the yellow bordered coat of arms in the middle.
The Ceremonial Flag is a red gonfalon with the coat of arms in the middle, the name of the community above and vine ornaments with bunches of grape in the three tailes. The ceremonial flag is not mentioned in any of the decisions, but it is nicely drawn in a attachment to the 1999 decision I received from the Mayor. Possibly it was in the end never produced.
There are yet three decisions of the community assembly related to flags issued in the official gazette: one from sepember 1993 (unpublished in the gazette), one in nr. 14/98 and finally in 24/99. They all determine places and occasions in which the national and community flag are hoisted in the community. These are short enough to be quoted: national flag is hoisted all the time infront of the St. Matew Church in Viakovo, both the national and the community flag are hoisted all the time on the community building in Viakovo. There are eight other locations (like graveyard, monuments, centers of villages in the commmunity) where the two flags are to be hoisted in the listed dates: 15 April - the Community Day, 1 May, 30 May - the Statehood Day (this might have been changed since), 22 June - the Antifascist Strougle Day, 5 August - Thanksgiving Day and 21 September - St. Matew's Day.
