Description of the flag

Customs Ensign based on a black and white drawing of the badge and the following description by Carr (1961). "... national Arms with a scroll beneath. The scroll is multi-coloured thus: first section green, centre section red and the remainder saffron: the lettering thereon is white. In the Arms the golden lion is encircled with petals of the same colour on a red background edged with green, ensigned with a golden crown.

The size of the Customs badge in relation to the ensign was not indicated. My suggestion (shown here) is that the circular part of the Arms should be the same relative size as a circular badge on a colonial ensign (diameter 4/9ths of breadth of flag), with the Kandyan Crown and scroll added above and below, respectively. This follows the pattern of an earlier Customs ensign details of which are vague. Glen Hodgins, who some will remember was on this mailing-list when he was at the Canadian High Commission in Sri Lanka, had a c1948 photograph of a Customs vessel flying an indistinct defaced Blue Ensign with Union canton. It appeared to have a scroll below a circular badge, and possibly a royal crown above.
