(The commanders’ pennant of 1:2 ratio seems to have the fly end equal to 1/7 of hoist (3+1+3). The elements of the pennants are gained with unit equal to 1/5 of the hoist — that is width of the cross bars. The length from hoist to blue vertical bar in 3/5 hoist and width of the wide white vetical stripe is 2/5 of the hoist. These measures are all approximations based on my measuring of the images in [pay00].)
