The Album 2000 [pay00] shows a 2:3 blue flag with three white stars in triangle. Already shown in Flaggenbuch [neu39]. A note in Album says the flag is also used by the Chief of Joint Staff or Navy Staff.

Vice Admiral not in command

At least during World War II the flag of a Vice admiral was different if he was commanding (this one) from if he wasnʼt (red instead of blue), ie. the same principle as with rear admiral. (Source: Janeʼs Fighting Ships of World War II [jfs98]

This confirmed neither by Flaggenbuch [neu39] nor by Album [pay00]. We can guess it was only used during Second World War.

The Album 2000 [pay00] shows a 2:3 blue flag with two white stars placed vertically in the middle of the flag. Already shown in Flaggenbuch [neu39], with the same allocation, and also «als Chef des Stabes in Ministerium (as Chief of Staff in Ministery). If the ministery of Navy was suppressed, that allocation automatically disappeared, too.
