The flag of city of Valasske Klobouky (Zlin Region, CZE) has three vertical stripes, green, white and green (~2:3:2), with a black Wallachian hat within the white stripe.(Hat = "klobouk".) It's on this site.

But this is not the magician's hat - it was an ordinal part of the costume of our Wallachian folk.
