Saxony-Anhalt has regulated the design and use of flags in several laws and regulations. Parts of three of them follow here: the text in the constitution of 1992, the law on the coats-of-arms, flags and seals 1991 and the law on state symbols of 1998.

Die Landesfarben sind Gelb und Schwarz.
§ 4

(1) Die Landesflagge zeigt sich horizontal geteilt in den Farben Gelb und Schwarz.
(2) Die Landesflagge kann auch in den Formen des Banners und Wimpels geführt werden.
(3) Die Vorschriften zur Form der Landesdienstflagge werden durch das Ministerium des Innern des Landes Sachsen-Anhalt erlassen. Die Landesdienstflaggen müssen aus den Landesfarben bestehen und das Landeswappen zeigen.

The Land's colours are yellow and black.
§ 4

(1) The Land's flag is horizontally divided in the colours yellow and black.
(2) The Land's flag can also have the form of a [hanging] banner or a pennant.
(3) Regulations regarding the form of the Land's service flag shall be issued by the Ministry of the Interior of the State of Saxony-Anhalt. The Land's service flags must consist of the Land's colours and show the Land's coat-of-arms.

(1) Dieses Gesetz tritt am Tage nach seiner Verkündung in Kraft. (2) Gleichzeitig tritt das Gesetz über Wappen, Flaggen und Siegel vom 29. Januar 1991(GVBl. LSA S. 7) außer Kraft.

(1) This law comes into force the day after ist promulgation.. (2) At the same time the law on coats-of-arms, flags and seals of 29th January 1991(Law and Official Gazette for the Land Saxony-Anhalt 1991, p. 7) shall be repealed.
