"Bandera - El verde representa la exuberante vegetación de nuestro medio. El blanco representa la pureza, virtud y nobleza de la mujer Naranjiteña. El naranja representa el color natural del fruto del naranjo que dio origen
al nombre del cantón."
So it is green-white-orange....but how are those arranged?

I believe that it must be horizontal. When arrangement is not explained, it is suposed to be in most comon form. But if we don't have other sources, we can't be sure.
