Centinela del Cóndor - It's a canting canton. The figure inside the circle is a condor, the National Bird in the Ecuadorian CoA. No idea what the legend inside the circle says. Wording inside the circle is completely hypothetical but follows the type seen in the other cantons' CoA's. Most probably, the legend in the Centinela del Cóndor canton may include the wording "Consejo Cantonal de Centinela del Cóndor" (Cantonal Council of C. del C.).
