The flag used by the Regional Council is the banner of arms of the traditional province of Lorraine. I have asked the Council several times, and they claimed that they haven't used the alternative flag. This provincial flag is used very much in the Region, you can see it everywhere from Metz to Nancy and from Bar-le-Duc to Epinal. I also saw it in supermarkets as a banner ( proportion 3:1), either completely banner of the arms, or as two vertical stripes red-yellow with at the top a square banner of the arms, this last banner being swallow-tailed at the bottom.
In 1986, the Regional Council of Lorraine used a logo which had no reference to the arms of Lorraine. In 1993, a new logo was created by the Lorrain artist CharlElie Couture (now called simply CharlElie), on the basis of Godefroi's alerions. The arms of Lorraine have no official status but can be seen on the facade of the Saint-Clément's Abbey, siege of the Regional Council. There is no specific flag used by the Regional Council but the banner of arms of Lorraine.

This flag exists, I saw it on a hotel in Metz, closed to ... the provincial flag. And I saw it also on a lycée [secondary school], but this flag is very rarely used. The provincial flag (except on the place I mentioned) is flown on all the lycées of the Region. (The lycée buildings belong in France to the Regional Councils)
The logo is no longer correct. The Regional Council of Lorraine decided to change it last January and replaced the word région by conseil régional in the same font, but below lorraine.On the TER (regional trains), there is just the word lorraine. The reason for the substitution of région by conseil régional is the misuse of the logo by some people. It wasn't linked enough with the regional institution.
