Has an armorial banner ever been used? The 'Burgh Flag', which is paraded during Civic Week is a St. Andrew's flag with the arms (complete with coronet and motto) in the centre. See for example Kelso Scotland website. Admittedly, this flag is not intended to represent the Council, but is used to represent the town in a celebration of its history and heritage. I've also seen, but have mislaid the source (somewhere on the web!), an older, pre-WW2 picture of a standard bearer carrying a similar flag - the only difference being the coronet on the arms, which in the older picture was that of a burgh, rather than the current Community Council.
