In Sekou Touré's era, Smith reported in [smi76] an interesting use of the national colours: District headquarters of the ruling Democratic Party were allowed to fly pennants whose colour was selected according to the local results of the national campaign against illiteracy:
- 50% literacy rate: red pennant
- 75% literacy rate: red pennant + yellow pennant
- 100% literacy rate: red pennant + yellow pennant + green pennant.
Smith does not give the results of the award campaign. Unfortunately, the average literacy rate was still only 36% in 1995 (men, 50% ; women, 22%)
