Last weekend I spent in Porec, a well known city in Istria, being one of the most important tourist resourts there. The flag of Porec is vertically hoisted, vertically divided red and white bicolour. In the middle, offset to top (say 1/3 of fly lenght from hoist) is set the coat of arms. The coat of arms is per pale Argent and Gules, surrounded by a laurel branch on dexter and an oak branch on sinister, both sable, leaved green and fructed proper. That is, the laurel branch has four red beries, and oak brach has four golden acorns with brown cups. Flag ratio 1:2.
I have never seen the flag hoisted horizontally, and due to the way it is designed, I doubt that is is ever done.

I have noted previously the table flags that are of equal design, but somewhat shorter (2:3~) and with three tails. Those table flags might easily be "shrunken" replicas of the ceremonial flag.
