The 1912 General Ordinance of the Navy states (Art. 1119) that the flag of the Chief of the Navy Department shall be a square version of the national ensign with a white anchor on the green stripe.

The Secretary of War and Navy used an ensign according indications of the 1912 General Ordinance: Square vertical tricolor flag with coat of arms and four white vertical-aligned five-pointed stars on the green stripe.
The Secretariat of War and Navy was replaced by the Secretariat of National Defense (Secretaría de la Defensa Nacional) on November 1, 1937. It is problably the ensign appointed to the Secretary of War and Navy remained the same after the change.
