It is surrounded by the States of México (W. and NE), Puebla (E), Guerrero (S),and the Distrito Federal (N).

The coat of arms consists of a squarish samnitic (“french”) shield, azure, on a mound marron, a maize (corn) plant leved ver and fruited or, under a star of the same metal; between them a scroll argent reading "TIERRA Y LIBERTAD" ("Land and freedom"); bordure argent, lined and tressured sable, with the inscription "LA TIERRA VOLVERA A QUENES LA TRABAJAN CON SUS MANOS" ("The land shall return to those who work (on) it with their own hands").
