Gulpen en Wittem merged on 1 Jan 1999 and so far have not got a flag.
Gulpen-Wittem is in the extreme south of Limburg, halfway between Maastricht and Aachen. It has borders with Belgium and Germany. It is in hilly country and there are several old castles.

The old Wittem flag was adopted 11 Oct 1988, and has the cross of the old municipal CoA, which is the CoA of the family van Cosselaer, owner from 1345-1466 of this imperial county (rijksgraafschap).
