City of Yonkers, located just outside the Big Apple, in Westchester County, New York State, United States. The NAVA website shows a white flag with the city seal on it (approx. diam. ~=2/3h).

I found at http://home.att.net/~delhill/Pages/Honors.htm a slightly different image, with the figure in a more classical pose, and this seems to be the official version, as it is also found at http://www.yonkersdowntownwaterfront.com/; I used this one to make the above image, but I followed NAVA's version in the coloration of the US flag.
